This quote comes from the Categorical Imperative of Kant and in his opinion you should act according to a maxim whereby you can, at the same time, will that it should become a universal law. Therefore you are free to choose the behavior that you want but you also must to be committed with that behavior and expect that other people will do the same.

Did every philosopher mention the golden rule in some form? :)
I prefer the existentialists, though. Kant is too much of a square.
With the "Critique of Pure Reason", where he talks about things in themselves, Kant was one the best philosophers of his time. I believe that he wanted to create a bond between traditional Christian beliefs and his work. This is why you can see so much similarities between the golden rule and the categorical imperative.
