Apparently the technique the site uses is a Neural Network(google deepmind-esque) using two pictures to create a combined version
The site is full of examples if you want to browse and see some trippy stuff

There is an app called 'prisma' that can do the same. I guess it's made by the same people that did the ostagram site.
