This is a long abandoned home near where I currently live. The local government wants to tear it down and use the land but the owner refuses to give it up (eventually the city will win). This has been going on for almost 20 years. I was homeless when this was first happening and this was a attractive place to "squat". Over that time they have cut off electricity and water and put up a fence around it. Of course eventually the city will win. I took this with my cell phone the other day as I walked past.

Why this owner not going to sell off, get some money for return.

I don't actually know the details, but I've been walking past this house for years. I assume the city isn't offering enough money, as is often the case.
as long as they pay tax, city have no right to take over the house.
