First @mattclarke has a solution for the problem of spam that he came up with several months ago.
It is simple and fair, involving reputations instead of a nominal fee.

Second: @arjunmartavela did add the source link to his post. After my post? Honestly, it seems so; but, I did not take a snap shot of it so I can no longer say for certain.
As you know we have a growing problem with plagerisum in Steem.it and yes some of it is because of the difficulty with a second language and not fully understanding the rules of this place.
I realized that @arjunmartavela was trying to say that he had taken pictures similar to the ones posted.
Ok, no problem. which is why I dropped the subject and moved on with out flagging or summoning @steemcleaners.
The posts' of egregious violators take most of my day to get shut down. I would rather do other things than point out violations. I prefer to play with my writing.
Finally, I have great respect for Wences Casares and know the difficulties of his home land, Venezuela.
I'm in the process of contacting him with the intention of encouraging his help on the steemit platform for the reasons you outline.
I would appreciate your help in crafting a letter to him, detailing how Steemit helps people gain a foot hold toward a better situation.
