Yes, there are people living on the mountain pastures, but mostly only during the Summertime, when they have their cattle and sheep and other farm animals up there. And there are cabins / restaurants and hotels, where tourists, hikers and climbers can eat and stay over night.

In the Winter there is too much snow to get to most destinations there. Also in Austria many alpine roads are closed in Winter because the snow is up to 20 meters high (60 feet).

60 feet???!!!! Holy moly sir johannpiber! dang. Do people use snow mobiles to get around? A cabin would have to be up on the side of a mountain so it wouldn't get buried in snow, right?
On some places the snow is that high ...
... but as I said, these roads are closed in Winter and nobody is living up there. Of course, there are other roads, which people can use.

That's some snow, isn't it? That image is old and I think, nowadays the snow isn't so high anymore.
We use roads and cars - there are snow mobiles, but mainly for fun sports and such. Some people ride on the mountains of course, but as said, for fun :)
