Fortunately for the sake of compulsion, the International Academy of Astronautics - IAA published a detailed plan of what to do before any discovery of extraterrestrial life was announced. The International Academy of Astronautics (IAA) is a scientific entity of great importance, founded in Stockholm, Sweden, on 16 August 1960. It is a member of the International Astronautical Federation (IAAF), which has more than 300 members representing 66 countries around the world. Declaration of Principles on the Post-Detection Activities of Intelligent Objects Outside the Earth
The IAA has a Standing Committee called the IAA SETI Permanent Committee or the International Academy of Astronautics Committee for the Project for the Search for Intelligent Objects on Earth. I do not know how effective Protocol I is with monitoring the signals of the next planet Viga space fleet to invade the Earth, while you probably will still be stuck in the third item when their fighters land in the capitals of major cities around the world.
