Well, it sounds like when you see a sign that says sex, your first thought is to go to a motel, which is a place associated for "cheap sex" :D
Not really....it depends on the content in which the phrase is being used. In addition, the full understanding of an article will be known only by the writer; readers could just comprehend slightly.
