It seems to me like it's a macro/close-up, and the shining spots are either water droplets or air bubbles in a transparent liquid (possibly water?)

Dammit, I was hoping it would, at least take a bit longer to figure that out. Good job, you were really close.
It's colored water on top of oil with some good back/side lightning.
