Old San Juan is home to many feral cat colonies. The locals feed and water them and there are generous organizations, like Save-a-Gato, who provide catch/neuter/release programs. Such programs help control the population growth without killing, plus provide medical care, food, water and adoption services for those kitties that are a good fit. So, long answer to your question, but this was natural shot with the cat. Just sit down near the cat colonies and the friendly kitties will come for some love. 😸
