And it is an obviously growing phenomenon that many new users either don't upvote anything at all or only their own comments. That means they have not really understood the sense of Steemit where you can give something without to lose anything yourself (actually you earn curation reward).
Under my own articles nowadays about 50 % of commenting people don't upvote my article (some months ago nearly 100 % who commented also upvoted the article). This is really shortsighted as I upvote everybody who comments and upvotes my article. Of course I don't need newbie upvotes but I consider them as nice symbolic gestures and reward them for understanding how Steemit should work.

Furthermore in my opinion unfortunately HF 19 favors this increasing shortsighted and egoistic behavior, because less but stronger 100 % votes make it more easy to just write a few articles or comments and then upvote oneself. Of course not only newbies are doing that. Also some big accounts simply put ten (not self-made) videos without any text and then upvote them with full strength. Good for the value of Steem? Of course not!
