The NSA has amazing surveillance technology. However they dont have the ability to parse everything they collect. The only way its possible is using artificial intelligence which is still a growing technology. So with that understood it takes resources to parse information right now, and if nobody bothers to to expend resources to search through something it will be left unseen.
