This isn't plagiarism. It is ridiculous to call it plagiarism. Obviously I already told you that, but just putting it on chain. The images look nothing alike and saying that the artist took elements from other artwork isn't enough to classify something as plagiarism. That's called being an artist. It's all inspired by something, or there's elements taken from here or there, reinterpreted, changed, added to, etc. That's how art works.
This is not abusive to Hive and not listing every inspiration for art that you post is not deception. That is not a reasonable expectation and this sort of subjective interpretation of abuse is actively harming the user experience here and therefore everyone's investment.

I noticed you may have missed some crucial points on plagiarism. IP laws allows transfomatory art such that if an artist's changes atleast 10 things either by addition or subtraction,the art becomes distinct from the 'original' becoming it's own original. The term 'original' covers such transformation done by an artist in his own style. It's the same principle of transformation that permits parody of copyright items.
The second point is that there are images in the public domain or royalty free from copyrights which can be used in whole or part without credits or references. Sites like Shutterstock grant permission to use images bought however the buyer chooses without credits.

The one that is missing the nuances is you.
1)Plagiarism and IP laws are related but different concepts,
you can incur in plagiarism without infringing IP law, and you can infringe IP law without incurring in plagiarism.
2)Even in the sufficiently transformed artwork that you mention credit to the transformed work is due so that curators can see what exactly the transformation consists of, what are the additions and what belongs to the transformed work, for in its absence the whole work is assumed to be the work of the user, which is not the case.
3)It's not precisely the same legal principle or rationale that allows for transformations in the form of parody, which is based on the fact that mostly nobody would authorize a parody of their work, even though both fall under the broad category of fair use, they are distinct principles and rationales.
4)Even in the case of images in the public domain or that are free from copyright, which legally can be used in whole or part without credit or references, credit is due on Hive nonetheless since in it absence the image is implicitly assumed to be the work of the user, especially when posted in artistic tags, and hence rewarded monetarily under that assumption. Just like you cannot mount a commercial, photography exhibition with pixabay photos claiming to be the author of the photographs or publish a written work that is in the public domain and claim you are the author, for in such cases, even if you are not infringing the license or distribution rights, you are incurring in plagiarism, which is taking the work of others and attempting to pass them as your own.

It's not okay. In my opinion he's doing more harm than good.
You use other people’s content to try and make money from them. You are one of the biggest abusers here on the platform. You cannot do anything original at all.

You could be a good hunter, but your problem is that when there is nothing to report, you make it up. You do whatever is need to farm, scaring the users and making them go away from Hive. Your selfish farming and toxicity ruins the value of this place with your behavior. Did you ever consider that you are throwing rocks over your own roof? The less value has Hive, the less you are gonna farm. Is the same thing that the other abusers don't understand too.
