The expansion set Heat Wave Arena is to be released in Japan in March 14, 2025. In April 2025, The Glory of Team Rocket expansion set is to be released.
The Heat Wave Arena Japanese set is to feature Cynthia's Garchomp ex. This Cynthia's Garchomp ex is unknown at the moment. Trainer's Pokemon make a return in this set. We did receive information from August 2024 World Championships on these cards shown below. These are Lillie's Clefairy ex, Marnie's Grimmsnarl ex, N's Reshiram and N's Zoroark ex.

The Glory of Team Rocket will release on April 18th. As expected, the set will feature Rocket’s Mewtwo ex. There will be no Dark Pokemon in the set. They will all be Rocket’s Pokemon.
In general Japanese Pokemon cards release before the international audience. Japanese cards can release earlier by 1 months or two with the rare case where cards are released worldwide at the same time (Paradox Rift example). My guess is that the Team Rocket set could be a summer release at around June 2025 for the non-Japan crowd.
I also think that card designers would try to make Team Rocket Pokemon a competitive archetype in the trading card game. There could be trainer cards that provide attacking support in the game.
