When a citizen in our society repeatedly ask "whats your Probably Cause" for handcuffing and the police refuse to answer... then maybe something fishy is up !

the officers may have been physically distracted to answer that but the Law requires them to do so !!
But then...
this cop from nowhere comes in to punch this citizen in the face multiple times. Not sure where he feels the right to do that. Totally uncalled for. Totally against the Law
And brutality at it's finest ( or maybe I should say at its worse))
There are some rotten eggs in police institutions. The government should point out them and should punish them accordingly.

Police in the states are different, they follow what they are trained to do disregarding some things, so better to just don't fight them @robertandrew
@robertandrew ! The police should obey laws .there should take action against such type of man, it doesn't matter to what department he belongs

sometimes police is in crime. that is too bad to see that
one again superb post robertandrew. most police people take the wrong advantage of their power. if a citizen wants to speak something then the police closes the voice of that citizen with their loud voice, which is wrong. sometimes there is a mistake of the citizen also. but in this video look like it's police fault. the way the police officer flash the torch on the camera proves it.
Police have way too much power and latitude to do exactly what happened in this video. I hope the one officer that punched that man in the face is prosecuted to the fullest extent of the law. He needs to learn a lesson immediately. You cannot treat people like that.
