For those who want local access in their areas it might be better than nothing. It often takes multiple attempts at trying to get legislation passed, a lot of veterans have been detrimental to that grassroots effort along the way over the years in pushing for freedom surrounding this plant, along with medical patients, and others who have rallied for freedom and access, for less restrictions.
Will we ever see changes on a federal level? There isn't any discussion of that happening anytime soon right now.
