Liberty, in the political sense, cannot exist prior to state. Liberty, as a political concept, is based on a system of rights. It is the state which guarantees rights. It is, therefore, impossible to conceive of any liberty in the 'state of nature'. This is a misconception of liberty.

"rights" given by states are privileges. Natural rights supersede "states". Even if you argue that privileges are rights, tribes have their own rules, so do convicts and all without a state to enforce or create them.

The State is not the source of rights, and governments require a pre-existing productive society to plunder.
