Seriously, imagine foreign banks who own South African sovereign debt! Id be dumping that as fast as possible.
South Africa has tons of Gold, Platinum, and Diamond mining. I see all foreign debt being backed by physical commodities if this idea of handing money out actually goes through.... or at least that's what I would asked for in payment for any loans.
