Blockchain, voting and weighted votes

I will begin with saying that this topic will probably go against one of the basic tenants of democracy, the one person one vote paradigm... But in my humble opinion I think that this paradigm is wrong, or at least wrong in the real world. In theory all votes should be equal assuming everyone is equally informed about what they are voting for.

Votes should be weighted, by demonstrating knowledge about what and who a person is voting for, and this could be done in a number of ways. An example would be going through a simple form or test about the candidate's or proposal's programme, and after completing this test or form, the vote would be multiplied by a variable coefficient. That way informed votes would balance out uninformed votes.
Or we could take it a step further, if a person failed to show sufficient knowledge, their vote wouldn't count towards the result but would be considered an uninformed vote. These uninformed votes when converted to percentage would judge a country's political intelligence, which could be seen as a very important metric, that could help politicians engage in different ways to educate the general populace.
If we could introduce blockchain in this process, we could have an inviolable voting system that could be self fulfilling, where the system would introduce the test or form and calculate the weight of your vote. The vote would be kept in the ledger as well as the current tally and everyone could be assured that the way the vote is being calculated and the current tally is correct and tamper free.
I think this would be an important step to fight the growing disinterest in decisions that have meaningful impact. I won't pretend to have any kind of meaningful statistics at hand, but by observation alone I can say most people vote blindly, or based on factors that have little to do with what a candidate is proposing. It's easier when we are talking about referendums or proposals, the topic there is clearer and less prone to error, but even then there is a complete disinterest in the fine print.

Don't take anything I said too seriously as this is mearly an expression of my opinion, based on my observations, and is biased by nature. But I hope that it can in someway spark a discussion on the validity of weighted voting, and the advantages of having a system based on blockchain to minimise vote tampering.
