Harris County DA announces a pre-charge transfer program for possession of cannabis offenses Posted on 16 February 2017 by Samantha Oser FOR RELATED RELEASE Houston, TX - The pre-charge transfer program will take effect on March 1 in Harris County for marijuana ownership case. Harris County DA, Kim Ogg, with support from Sheriff Harris County, Ed Gonzalez and Houston Police Chief Art Acevedo, will announce the plan on February 16. Any law enforcement agency in Harris County will participate in the countywide program. Babak Houston NORML (National Organization for Marijuana Law Reform) has voiced support for the new program. "This is good news for Harris County," said Houston NORML executive director Cara Bonin, "They are people who are not necessarily wrong, but people who have something the government does not want them to have. much more dangerous than alcohol and has many drug benefits.Regenerative law should focus on protecting our community rather than disposing of those resources that capture people and ruin their lives with the sheer amount of marijuana
