Sounds like Comey is now admitting that he thought Hillary would win the election and that influenced his decision to publicly announce and then quickly close the investigation. The CNN article cited under source has a video, of Comey admitting this. The title of the CNN article follows:

Because Comey is so concerned with justice and equality before the law, he thought having a very quick investigation announced and then quickly close would prevent casting aspersions on the legitimacy of a presumed Clinton presidency.
Comey wanted to prevent worries about whether Clinton was a legitiamtely elected president--seems he doesn't give a damn about questions of Trump legitimacy--without evidence. Obviously Billy and Loretta meeting on a jet plane or how against the advice of security hawks Clinton choosing to use blackberries could not possibly cast aspersions on the "legitimacy" of our system.
It will be interesting how all this plays out. Looking forward to more nonsense bureaucracy stuff that eats up the American people's attention spans. How else than by keeping people distracted from the real issues of our time, could they possibly continue to have nearly 1% of us in Murca behind bars--many for victimless conduct, or continue to have easily endable poverty in a world of automated abudnance. So it goes.

Regardless of what Comey thought Trump's actions will determine his own legitimacy or not. So far occupent in the position doesn't seem capable of managing an office staff nevermind negotiating beneficial relationships with other nations. Although I do believe his time in office may escort in the greatest change in American politics in my lifetime for better or worse.
