He has not announced he is running yet. Biden is saying this will not impact his decision on whether or not to run for president. Whether he is a good guy or not depends on your personal politics. To me he is better than the other democrats that have already announced their candidacy.
Biden has a history of being a touchy feely type of guy. The establishment Democrats are painting him as "affectionate Joe", pointing to this being part of his caring personality. For me, this shouldn't rule him out as a candidate. No one has ever come forward claiming he is a pedophile. Touching a woman he doesn't know well on the shoulder or sniffing her hair is not a normal behavior for this country, but I don't think it should be considered sexual assault either.
Anyone that expects the world to conform to their need not to be uncomfortable should simply stay home. Personally, someone standing too close to me when I'm waiting in line for something makes me uncomfortable. I simply re-position myself until I find a position to stand that prohibits them from getting so close. I certainly don't go crying to the press that this person made me uncomfortable.
