It falsely claims that Buhari's convicted victims were released in 1985 by IBB and corruption ghouls.
That just as seized property was returned to the 'criminals' then, Buhari losing the 2019 election would mean history repeating itself i.e, all recovered 'loot' would worm it's way back to the original, alleged perps.
History differs. The truth disagrees.
Buhari convicts were released by IBB because Buhari was prejudiced and no respecter of the Law, Truth, Peace and Human Rights.
His Tribunals were directed to find all his perceived enemies, guilty, with or without evidence:
Ask Fela whose 'Jailing Judge' was so stricken with guilt, that he confessed as much to Fela in prison. Ask IBB who in a later interview admitted that he was forced to release Fela (unanimously hated by the military), much against his will, for those reasons.
Ask 70+old Pa Ajasin, who suffered 3 consecutive trials on the same charges, was found innocent each time and was still thrown in detention by an infuriated Buhari.
His disregard for Human Rights and rule of law via his controversial decrees and tribunals, was so offensive to the world that IBB had no choice but to release all the convicts or risk Nigeria becoming a full blown pariah State.
It had nothing to do with corruption.
In short, IBB's fire came directly from foreign Governments and international pressure groups, concerned about the liberty and safety of innocent civilians.
It was his high jinks, not corruption, in the attempted abduction of Dikko which frightened England and the Western world into granting fleeing Nigerians refugee status and citizenship. The extra judicial execution of the alleged drug pushers and Decree 4 that was a threat to free press which jailed Irabor and Thomas etc, weren't anti-corruption drives. They were Buhari's jihad against Nigerians.
Amnesty International, virtually relocated to Nigeria but only after Buhari was overthrown.
Noone, with a penny to spare, was safe. Not even an American female investor, who was promptly jailed.
Buhari and his team, continually hold corruption responsible for his failure. It's been the same song and tune for 35 years by a man who hasn't and will never, improve.
And if Mr Garba and co, fear that recovered loot might be returned to the alleged perps, it's more likely to be because just like in 1984, our Human Rights and Rule of Law are still being voided to assuage Mr President.
