With like you mentioned 29 states becoming legal in one sense or another. It seems like even if the people are powerless against the lobby the states will have some weight to toss around. The legal states are enjoying the tax benefits.

These tax benefits don't mean that they could just simply say 'no' and keep things running as they are right now though. So if the administration really decided to reinstate prohibition in those states, the amount of money in taxes they're making would be a moot point.
