I participated to multiple meetings and often the same question comes back. How can we make the silent one speak their mind and make the loudmouth to quiet down? A possible answer is the use of a meeting moderator. Then who will be the moderator? This deeply influences the outcome of the meeting. Should we elect the moderator? This immediately raises a lot of different issues and problems. For instance that you need to organize a costly and boring election. Often the moderator are also loudmouths while their role often imply to remain silent.
I propose to sort the moderators - to select then using chance -. This method also faces multiple challenges, below is a schematic of this method.

An arbitrarily chosen person flips a coin. Tail the first person on the left of the thrower becomes the moderator; heads its the second.
When the moderator resigns or when a third or more of people thumb up a new sortition begins. The former moderator flips the coin to make the power turns.
