This entire article and thread is kind of what is wrong. If you have to ask the question (assuming it is genuine and not just an attempt to start arguments or to be controversial on steemit) then you may need to go back to early elementary school and re-learn what science is. Science is a methodical process that mandates replication and verification. Science welcomes the idea of failure, as within the science community it is interpreted as a part of the learning process to get us closer to the truth. Science itself is devoid of opinion. Facts are facts. Two plus two equals four, always. What you might be trying to dig at more, and something that is more on my mind, is the way people and organizations and governments manipulate science to adhere to their own agenda. What this tells me is that it is up to me as an individual to truly understand what science is and its purpose in the world to begin with. And to always stick to that, as it can make it much easier to see who is trying to control the data sets to fit a particular purpose. So to answer your question NO science is not just a propaganda tool. It is very valid, and none of us would have these machines to type on without science, so it's all silly. With that being said, YES people do try to manipulate science, but that has nothing to do with whether or not science is fundamentally flawed or not. Humans are the flaw, not science.
