I've always wondered, "What does she smoke to come up with such bizarre notions." Freeloaders don't volunteer for anything unless there's direct benefit to them. Under Rand's idea the system would promote parasitism.
What you have now is parasitism. Government takes money from productive people to give it to their friends. With a free market driven society nothing is taken from you by force.
