The basic idea of this model was to turn a society where people owned their businesses into a class society with most people subsisting on wage-labor and only a few owners.
Maybe it was never intended to replace slavery so much as be another form of it that could encompass more of society. An all-inclusive sort of stranglehold on the collective balls of the have-nots. You don't have to be black to feel the wraths of this new sort of oppression, just poor or even working class. The timing could just be coincidence. Or maybe it was all a big, evil scheme all along. Neither would surprise me.
