Forced displacement reached an all-time high of 114 million people by the end of 2023, driven by conflict, economic hardship, climate change, and persecution. In response, many ++European++ countries have implemented policies that undermine human security and rights, focusing on deterrence rather than protection for asylum-seekers.

The European Union (EU) has introduced several restrictive measures to prevent asylum-seekers from reaching its shores. While promoting burden-sharing among member states, the recent EU migration pact also introduces strict screening procedures that make it difficult for asylum-seekers to find refuge. This approach has responded to a significant increase in irregular migration from Africa and the Middle East due to ongoing conflicts and extreme poverty.

Individual European countries have adopted controversial policies that further undermine human rights. Italy, under Prime Minister Giorgia Meloni, has enacted laws to detain asylum-seekers during their claim processing and discourage the rescue of migrant boats, contributing to a rise in migrant deaths in the Mediterranean. Greece has faced accusations of failing to rescue migrants in distress. At the same time, Spain has built detention camps in the Canary Islands to manage the influx of asylum-seekers.

France and Germany have also taken steps to restrict asylum-seekers' rights. France's new immigration bill limits social benefits and streamlines deportations. At the same time, Germany has passed legislation to expedite deportations and increase police powers. The United Kingdom, though not part of the EU, has implemented its deterrence measures, including a controversial partnership with Rwanda to send asylum-seekers there.

The EU has negotiated agreements with northern African countries, such as Libya, Morocco, and Tunisia, to prevent migrants from reaching Europe in exchange for financial aid. These agreements have created a virtual barrier along the northern coast of Africa, making it more difficult and dangerous for asylum-seekers to find protection.

Europe's focus on deterrence over human security and rights is leading to increased suffering and loss of life among asylum-seekers. While there are discussions about creating legal migration avenues, these measures are unlikely to compensate for the restrictive policies currently in place, which deny protection to many vulnerable individuals. Europe must reevaluate its approach to migration to prioritize human security and uphold fundamental rights.
