@dmud: There is a nice practical concept to solve that registered voter numbers, and we have it in almost all civilized countries all over the world: Universal suffrage. Every citizen has the right to vote. Passively, without being registered beforehand. The idea that I have to apply first is as sgtrange for Europeans as voting without proper ID.

I guess the key word in your post is citizen. Registration is supposed to be a means of proof of residency in a given county, if properly maintained the roles should prevent me from voting multiple times in different counties, and proper ID proves or augments my identity and residency.
