I don't think we need a new spending program for this. We could make things easier with tax cuts.
Local governments slam huge taxes on the dislocated. For example, governments slam extremely high taxes on hotels.
I've been homeless and found that the amount of taxes I had to pay for any sort of service was way through the roof.
Allowing homeless to stay in hotels without the exorbitant hotel tax would reduce poverty.
Unfortunately, all government programs to reduce poverty have a common flaw.
What happens is politically connected businesses manage to squeeze between the government and needy and siphon off the money into the hands of the political class.
