I would also suggest that building the reservoirs that were supposed to have already been built, having functioning fire hydrants, and using modern forestry techniques probably would have helped. I know, don't rely on the government. But for these kinds of things you are kind of stuck. Unless you are spectacularly wealthy. Escape is the best that most people can reasonably plan for.

It does sound like someone dropped the ball badly regarding reservoir levels and making sure the hydrants/pipes all worked. And obviously state and federal governments have been mismanaging their vast land holdings. But we can't control that. Therefore, we must do what we can within our sphere of control to compensate.
