In 2017 President Donald Trump spent a lot of the time questioning the Russian scandal and in 2018 he is questioning if he is subject to investigation himself and he stated to the press five months ago did the president, “As far as I’m concerned, I haven’t been told that we’re under investigation, I’m not under investigation.” If this is the truth nobody knows. In the past America has only ever had two presidents up for investigation over events.

Anyhow five months later after he stated "I am not under investigation", it was released in the Washington Post that he is, the following was said, "Special counsel Robert S. Mueller III informed President Trump’s attorneys last month that he is continuing to investigate the president but does not consider him a criminal target at this point, according to three people familiar with the discussions.

In private talks in early March about a possible presidential interview, Mueller described Trump as a subject of his investigation into Russia’s interference in the 2016 election. Prosecutors view someone as a subject when that person has engaged in conduct that is under investigation but there is not sufficient evidence to bring charges.

The distinction between the “subject” of an investigation and the “target” of an investigation is obviously important. If Trump were a “target,” it would suggest federal investigators are moving forward with plans to indict him. "
