It's a great implementation, first and foremost.
How I would do it
let people add their posts as promoted, but take all "promo" votes/money and burn it.
As I understand it, paying for promo is a nice boost, but you can use it without paying a cent, and if your content explodes it's no better than hot or trending.
So, make @null part of multi sig, and if the author decides to promote content, burn all of the generated money.
Makes sense?
I've been jokingly calling that @null is Steemit's version of the DAO and it's only a matter of time before the account is accidently hard-forked into "the hackers" account and all of the promo money is used to go buy a yacht to go chill with karpeles.

This is an interesting feature. What is the effect on the users payout of an upvote and a promote on the same post? I just tried promoting this post for .01 with an equivalent upvote.

Looks like it added 2 transactions for .01 but I only hit the promote button 1x. Is the intent to negate the amount upvoted? Ah, makes sense now! Brilliant

you can't compare those ideas. every holder benefits from burning, powering up one steemian is just a charity for ONE
But isn't the primary idea of promoting a post, to benefit one user? Wouldn't directly powering them up be a better way to do it? cheers :)
promoted content is primarily for promoting products or ideas, not to get money. at least to my understanding :)
Problem is that only those who can afford will be able to promote post.

Why not give it to a voted on global charity? That would be great publicity. I have seen articles about starting a charity on the block chain to help fight corruption. Is there a difference if we gave the funds away or burned it?
burning is a guarantee. giving money to some random people always bears a risk of being scammed.

promoted money is what you pay to get it to promotion. my proposal is that the generated money through upvotes (in promo posts) should get burned as well. Promotion is for products/ideas whatever, not to make money through votes...
