@cristina-zac, unfortunately it's not that easy. There's a certain lack of care that comes from DV even when trying to reduce fraud. I have to be very...very careful nowadays because when I DV for something like plagiarism it can go from "I know this is" to "I think it is and that is enough". It's why I avoid DV'ing unless I add the required commenting or consensus/commenting.
In POB, I feel like we're trying to work from the outliers to the more complicated. It's easy to stand against something like copy/paste, but not so easy with other things. It's a long horrible process.
The one thing I will always promote is transparency. Want to downvote? Sure, just justify the DV in a manner the community can get behind. Can't justify it? The report it or move on with your life. A lack of transparency, in my opinion, contributes to abuse in voting (both up and down votes).
