I think the reason why the question was asked is so that people can give their suggestions on how to make the price get better,and if they do not believe the price will rise then they should give their reasons why that won't happen.....so this is not a question of if you believe so or not..
They don't have to restrict selling of pob before it have value trust me.
A time will come when pob will become very scarce and no body will wanna sell thier pob.they should not force it on them because it will still happen for sure.

If the prevailing price is $0.20 and there are lot of sellers, the investor may force the seller to sell at lower price because there are many sellers than buyers and before you will know it, there will be people who are ready to sell at the rate of $0.15 because there are more people who want to sell than those that want to buy.
These is the simple analysis of how price of Pob has been force to go down.
