In order to give the opportunity to anyone access to this funds even for small budget projects we need create a new system.
Right now the are a lot of push back starting with the Return Proposal created by @gtg that I think can be very problematic in long term:
- If more and more people cast they vote there will be hard to access this funds if they don't stick around
- Small projects and niches one can't access this funds because of the particularity of the projects
- It depends to much right now on big stakeholders even for small amounts
First of all I think we need to get rid of all the current proposals in order to have a new clean start.
You will only need to create again your proposal and be back on track, but that way we no longer have all the Steem / Steemit project on our DAO.
I don't think the infinite amount of time that we have right now in place for voting proposal is the best solution. Giving people a 30 days time period to vote for a project I think is enough and doing that in both side voting for or downvoting can give the big stakeholders the power they need to path a direction, but only if they stick around.
The next steps that I envision will be to place some payments walls in order to don't abuse the funds, I'm well award that there are projects out there that request big payments in order to be complete but let's don't go crazy.

I think that will give everybody enough power. In order to get funds for a big projects you will need bigger consensus from the community or big stakeholders voting your project.
In the current system projects like the one @flaws has done It's official! The first chess tournament sponsored by Steem were he need only 250$ (success story thanks to @theycallmedan and @yabapmatt) will never pass the Return Proposal.

I agree there should be a difference on the threshold to accept proposals depending on how much they want, and what value they bring
I think people should be able to proxy their Hive fund (SPS) votes. Voting on these proposals is not easy. It's not a yes or no question. It needs some studying and financial understanding. Do these projects help bring more value in the end?
Also we need a better interface to visualise the funding period for all projects with the amount requested.
Maybe if votes automatically follow votes of a chosen witness, unless users override them by voting directly. This actually makes voting for witnesses matter more
