Some cities have decriminalized it. Philadelphia is one. Phily also completely decriminalized pot. Yes, they don't want to make these voluntary exchanges between consenting adults decriminalized because then how would they justify their officer numbers, budgets, etc.?!
Imagine a world with security and investigative services that were all private and were only used for actual victim crimes. It's possible. Bounty hunters, Private Investigators, and most attorneys are already all private. Why stop there? Let's privatize the entire thing and make those involved all equal under the law as well!
