Steem is for original content. Reposting content you may have already been paid for elsewhere or at least posted elsewhere and then getting $100s from the reward pool is generally frowned upon.

We underwent a verification procedure for the steemcleaners for the Russian version of the journal some months ago.
We spend on the promotion of the article about the same as it earns. That is, almost all the money goes to the curators, not us. After the removal upvotes of buildawhale, we already received a huge loss by the standards of Russian salaries.
All of our authors are professional psychologists, most of them work in our psychological center. They write quality articles that may be of interest to many people, including outside of Russia.

You would need to get verified through SteemCleaners to prove ID, but the amount of spam/daily and abusing bots on them is another issue. Hitting 6+ posts a day for $200 all gained using bots is not acceptable use.
You also have the general rule of the fact you already got paid for the content (via the magazine) posting it here for mega upvotes is generally frowned on. This is an issue that was brought up with Writer's Block.
