Introducing upvotes for PWR holders

This functionality has been on the grill for some time and after having thought about different models and having received feedback on other occasions (source) I think it is about time to serve dinner.

Because of the nature of the HIVE blockchain, this functionality is integrated into what we could already do (but which for various reasons, I decided to play it slow and don't rush the decision).

In the end I decided to go for the simplest version and not to complicate things unnecessarily. This comes as an extra addition to what PWR already offers.

So, I am pleased to announce that if you are a PWR holder (you have tokens in your HE wallet and/or you are an LP), you should start receiving @empo.voter votes (+500K controlled HP) on your posts on a regular basis.

This is already LIVE.

Some (obvious and not so) Rules and Clarifications

There are a minimum amount of PWR required to start receiving upvotes. Initially this amount is 100 PWR (either held in wallet and/or liquidity).
The maximum number of votes received per holder is 1 vote/week.
Vote weight is also determined by PWRs held.
This is not a vote-selling service. Votes are not guaranteed. Buying PWR solely for this will end up with dissapointment.
Any detected fraudulent activity or any attempt to gamify this will result in the suspension of this benefit for all related accounts.

empo.voter voting background & Patterns

So far, @empo.voter's voting patterns have consisted of following the votes of several reputable curators.

I'm happy with this face of the project, since this leads to an average of hundreds of different posts voted every week and so far more than 50K HP in author rewards distributed since the project started.

I don't want this to change so this votting patterns will be kept while voting for PWR holders. I would like to reserve minimum a 70-80% of the voting mana of the project for this, so it at any point the upvotes allocated to PWR holders start to get out of hand, I'll be reducing the size of the upvotes to keep % reasonable.
