Of course you can make as many accounts as you like. Steem is running on a blockchain, after all.
If you have basic experience in programming, you are probably able to install Steem from GitHub. Then you have command line tools and can do anything you want, like create new accounts (you need some steem to fund them).
If you don't want to do that, you'll have to find somebody who can do that for you. Hopefully this will be automated in the near future so that people will be able to buy accounts without having to use FB or Reddit logins.
