I'm not a lawyer, but generally giving out tokens for free if they have no value (you can't redeem them for services) shouldn't be an issue (maybe depending on your jurisdiction). So go ahead :-)
But in the light of @schubes' post, I wonder if incentivizing behavior with tokens alone is the solution. As long as the behavior itself has no value for the user, there will only be a certain group of people who do that.
So I agree with @schubes that new users coming in from the outside shouldn't be bothered with a worse UX (including onboarding) if we want them to flock onto Steem in masses.
