Arsene Wenger too comes to mind for giving chances to the likes of Walcott, Gibbs, Wishere, Chambers, Holding et al, when they were conventional not-ready.
Agree about Klopp although I have some issues with Wenger's record bringing young English talent through. Walcott and Chambers both failed to fulfil their promise at Arsenal due to a lack of opportunities. Even Oxlade-Chamberlain had to move to Liverpool to be taken seriously as a player!
