No, it's not only in undeveloped country's, we have corruption in the Netherlands too.
Last friday i had car trouble, so i called road-assistance. They came, checked the car and provided a company for me to bring my car home or to the car dealer. He came and said to me: "You have to pay me if you want me to take the car to the car dealer for you. " But i was not intent to do that, because i've payed for many years to be a member of the road assistance. "For 50 Euro, i can take you there", he said. I was getting angry; "just bring me home", i said.
The next day i complained at the company called "ANWB". They found it strange and they would contact the company they do business with.
But it's not only a single company who tries to rip you off. Furniture stores, kitchen stores, even banks, they all try to cheat you, so i experienced myself. Also elderly people are victims of big companies in the Netherlands. But 'the big guys' don't get somekind of punishment here. Even the banker, who cheated thousands of people with his very expensive insurance's, organises seminar's now. And the deceived people are victimized.
There is no justice here...
