He's missing a lot of what's going on.
When you put in roads, roofs and other hard surfaces, then take the rainfall and funnel it into channels to get it out of town, it concentrates, speeds up and floods.
This is compounded by the destruction of ground cover, meaning that water falling on unpopulated areas still runs off quickly, concentrates and floods.
Climate will change. Whether it's influenced by man or not is still up for debate. How much climate is changing is still argued a lot too. Now it's spoken of as though it's a given fact that the world is ending.
