Wow! Didnt think that rocket science is sticking to basic innovations till date! But there is huge money involved in every piece of things in space exploration, so testing new things is held back by the nature of not risking huge investments as u said.

Most of the money are being split between a few big space companies who hire the former astronauts in present senators to do the lobby for them. This leaves little room for new companies to join the industry and drives prices for everything up. No wonder there was no need for reusability until a truly private company came along to offer that.
The path of least resistance is always taken, even in this industry. In time it will change as space exploration gains more momentum like it did in the last few years!
Ya, we can only hope that everything evolves equally for a better competitive culture in this industry.
