A. She was lying about the comments. Check the blockchain. She does spammy comments all the time for the sole purpose of upvoting them. She makes the maximum number of spammy comments she can make every day in order to maximize her self-upvotes. She did not learn that from a whale. I guarantee it.
B. I have no doubt that mothers 'deserve' to make income, but this is a community where good content is rewarded, not spam, not the quality of your home life. If she would like to make money, a better way to do it is to make excellent content. Being an awesome mother and living in Vietnam should provide endless fodder for excellent content.
C. LOTS of people deserve more money. Why should we reward her simply because she's a mother. Why not reward all the third world country people who come here simply because they are needy? Would you be in support of all the rewards going to crap content but to needy people? Who would want to make good content if rewards were based on need and not quality of content? That is certainly something that could happen, but is not the current incarnation of Steemit, but could be in the future, as Steemit will be an ever changing platform based on the desires of Steemians. Should it be morphed into a charity platform instead of a content platform? That could very well happen. Perhaps you can be the leader of that movement.
D. Let the community decide. Whomever wants to can reward her for her need if they wish, or downvote her for upvoting herself as they wish. But if she simply made good content, she wouldn't need to make spam and upvote it to make money.

Perhaps she could focus on quality content and make more than the $0.06 cents a comment she's making by creating spam and upvoting it. Just saying.

It's each individual's choice to upvote or downvote as they wish, but making spam and upvoting it may have untoward consequences of making LESS money, since that is frowned upon by the vast majority of Steemit users and may very well harm her over time, or even get her account blacklisted.

If she wishes to take her chances and reward herself for spam rather than focus on creating good content and being rewarded by the entire community for it, that is her own risk to take.

Let her take the risk, give her some time to learn how to create "quality content" for all you know there are people who are not that gifted in writing like you so they just ended up upvoting and appreciating your work! English is not her mother tongue it is not that easy to create she is still new in steemit not even joined for a year not a pro let her take the risk and visit her account after a year and see if your judgement and prediction of the risks that she may suffer instead of downvoting send a link or info that will help your fellow stemians thus , making the atmosphere positive! Did it ever occur to your mind that she is still in the process of learning at the same time struggling do you think downvoting is encouraging how are you going to encourage other people who are not as good as you. Learning doesn't happen in just a blink of an eye, it is a continuous process, it is fun and easy to learn in a positive environment!
