Bradenford: That is certainly a concern; even if they don't change the laws, there's nothing saying they won't outright violate them. Remember, laws are for the peasants.
And yeah, that is the million dollar question: what happened to Rayo?

Maybe he is still there in the Siskiyou Mountains, or North Dakota. I hope so.
