my vote is for the entry #4 @ojmg, as one of its main objectives is on hospital infrastructure, an extremely important issue that we should not neglect, I think that with the amount of money proposed by @ojmg surely both the people who work and patients, will feel more comfortable, as it could address the deterioration that may be presented in these hospitals. With regard to the water dam, it is also an important issue for society, because if you have a good dam, people will have a better quality of life and they will be able to cover their needs without any difficulty. I believe that this project could be developed without any problems, as all the points have been addressed in detail and the results would be excellent.
