before the weekend I stumbled upon a post from @therealwolf where he promoted a new service of a layer upon the steem blockchain he had designed.

Basically for people that write decent content in a regular fashion and do not
- spam
- beg for upvotes
- make nonsense comments in the hope of an upvote
So this angle is such that you can get upvotes from the system but only if you have been allowed based on a smartscore
SmartScore is a rating system which consists of 5 key-attributes:
Quality (of the Posts)
Value (for the reader - given through the Posts)
Uniqueness (of the Posts)
Motivation (of the User)
Effort (from the User)
and this score is given to the people that apply on a manual basis by a moderator
Once you have been accepted you can deposit some SBD in your smartsteem account and that can be used to buy upvotes. In theory those would be OK since they are only used for "quality steemians".
I am really loving this idea since that would allow for me to give rewards to others that I can reasonably assume are good Steemians and can also sell my upvote to them without worrying to much.

This is another angle to the furious debate going on concerning the validity of upvote services like @randowhale, @minnowbooster, @boomerang and all the others out there. A lot of them were/are used to promote junk content purely for financial gain without actually even pretending to bring something to the Steemsphere.
So in the end, it does not eliminate the spam but does make sure that you do not sell your votes to them without knowing.

Appreciate your post @felander. But you are right - the problem is not gone and spammer can still use other bots to upvote themselves. But maybe we, as a community, have to think about what we can do about that.
you are very welcome, I really support the project but that was the only remark I had and I thought it was valid enough to mention. And since we are community driven indeed, that means its up to us to find an answer to this issue, no one is going to do it for us

I'm into this idea as well, but for some reason it seems a bit bulky to me, and I just noticed their posts are 4 days behind. Not sure how useful this will be if they are always behind.
