Wikipedia has an extensive article on snowmaking. Of course it's a relatively new thing, while the first patent was made in the early 50s, it has gotten more widespread only during the last few decades. Of course skiing competitions have much longer traditions than artificial snow making. Hence the claim that a skiing competition "wouldn't work out" without artificial snow, in an otherwise perfect skiing season, is of course not true.
